In a significant move to bolster the domestic semiconductor supply chain and expand advanced manufacturing capabilities on American soil, foundry giants GlobalFoundries and Taiwan Semiconductor Manufacturing Company (TSMC) have entered into a major five-year manufacturing agreement. Valued at $2 billion, the partnership will see GlobalFoundries produce silicon interposers specifically designed for TSMC’s industry-leading Chip-on-Wafer-on-Substrate (CoWoS) advanced packaging technology.
The strategic arrangement is designed to establish a reliable, U.S.-based manufacturing source for these critical components. By integrating domestic production into the advanced packaging pipeline, the collaboration will enable TSMC’s diverse roster of clients to brand their finished semiconductor products as completely made and packaged in America—a milestone for domestic tech independence and supply chain resilience. According to the current timeline outlined by the companies, volume production for the silicon interposers is scheduled to ramp up significantly in the first half of 2028.
The collaboration addresses a long-standing bottleneck in the modern semiconductor ecosystem. While front-end wafer fabrication has seen substantial investments and new facility announcements across the United States under legislative initiatives like the CHIPS and Science Act, advanced packaging has historically remained concentrated overseas, predominantly in Taiwan. Silicon interposers serve as the foundational bridge in 2.5D and 3D packaging architectures, routing signals between high-performance logic dies and high-bandwidth memory stacks. By securing a domestic foundry partner to fabricate these interposers, TSMC and GlobalFoundries are closing a critical geographic loop for American semiconductor manufacturing.
Commenting on the landmark agreement, Ed Kaste, senior vice president of CMOS Business at GlobalFoundries, emphasized the broader strategic implications of the partnership for the industry at large. "By providing manufacturing service using GF’s trusted U.S. manufacturing footprint, we are creating a secure, scalable source of essential advanced-packaging elements that will help customers accelerate innovation and strengthen the semiconductor supply chain," said Kaste.
The partnership leverages the unique strengths of both companies. GlobalFoundries brings its extensive, trusted domestic fabrication footprint, deep expertise in mature and specialized semiconductor processes, and a proven track record of supporting national security and critical infrastructure clients within the United States. TSMC, meanwhile, commands the global market for high-end logic production and has pioneered advanced packaging methodologies like CoWoS, which have become indispensable for powering modern artificial intelligence accelerators, high-performance computing systems, and advanced graphics processors.
As the semiconductor industry continues to navigate complex geopolitical landscapes, supply chain vulnerabilities, and surging global demand for AI-capable hardware, the alliance between GlobalFoundries and TSMC marks a pivotal step toward a more geographically diversified and robust manufacturing ecosystem. With volume production slated to commence in early 2028, the multi-billion-dollar agreement lays the groundwork for a truly end-to-end domestic semiconductor pipeline, offering technology firms a viable pathway to achieve complete "Made in America" compliance for their most advanced computing solutions.
