This milestone represents a significant leap from April, when the company held the top spot in 60% of those same networks. This performance update, released as part of the company’s annual Birthday Week, details not only these impressive gains but also the underlying mechanics of how these measurements are gathered. Alongside traditional data collection methods, Cloudflare has introduced a novel measurement methodology leveraging Cloudflare Challenge Pages to expand its data collection reach. Cloudflare is fastest in 74% of top networks

The latest data from August reveals that Cloudflare has surged ahead to become the fastest provider in 74% of the world’s premier networks. This marks a substantial 14-percentage-point increase compared to the previous update shared during Agents Week in April. To achieve this, Cloudflare captured the top performance ranking in an additional 150 networks out of the top 1,000. Furthermore, the company has emerged as the fastest provider across 38 additional countries.

These rankings are determined by evaluating the fastest provider available to users on the specific networks that serve the largest user populations in each respective country. By focusing on the networks carrying the heaviest user volume, Cloudflare can accurately gauge performance where it matters most to the largest number of people. The steady upward trajectory highlights ongoing investments in edge infrastructure, peering relationships, and data center expansion designed to reduce latency worldwide.

How do we get these measurements?

To establish a reliable benchmark for global internet speed, Cloudflare’s analysis begins with the 1,000 largest networks worldwide. These networks are ranked by their estimated user population using authoritative data sourced from APNIC. Because these high-volume networks span a vast array of geographies, economic conditions, and access environments, they offer an authentic and comprehensive view of how human beings actually experience the internet on a day-to-day basis.

For each evaluated network, performance is measured using connection time—specifically, the duration required for a user’s device to successfully complete a TCP handshake when requesting content. Industry experts favor this metric because it maps intuitively to what everyday internet users perceive as a fast and responsive experience. Furthermore, connection time reflects real-world physical and digital variables, including geographic distance, complex routing paths, and network congestion, while remaining precise enough to draw clear comparisons between competing infrastructure providers.

To rank these providers fairly, analysts calculate the trimean of the recorded connection times. The trimean effectively combines the 25th percentile, the 50th percentile (median), and the 75th percentile into a carefully weighted average. Utilizing this statistical method minimizes the distorting influence of unusual outliers or temporary glitches, while still capturing the diverse range of experiences encountered by the majority of users.

For several years, a primary source of this real-user performance data has been Cloudflare-branded error pages. When an end user encounters an error page routed through Cloudflare, their browser quietly executes a background measurement script. This script fetches lightweight files from a diverse set of major infrastructure providers, including Cloudflare, Amazon CloudFront, Google, Fastly, and Akamai. By recording the exact time each connection takes from that specific user’s browser, on their local network, at that exact moment, the company gathers invaluable telemetry under authentic internet conditions rather than in sterile, controlled laboratory environments.

While error pages have provided a steady stream of high-quality data since 2021, the accuracy and reliability of performance analytics inherently improve with scale. Expanding the volume of data and the diversity of observed networks allows for a sharper, more precise understanding of the modern user experience. To that end, Cloudflare has significantly broadened its performance data collection framework by incorporating measurements derived from Cloudflare Challenge Pages.

Introducing performance benchmarking with Challenge Pages

Cloudflare Challenge Pages serve as full-page security screens designed to verify human visitors before they are granted access to a protected website. When a security policy is triggered—typically through a Web Application Firewall rule—the Challenge Page acts as an intelligent gatekeeper. The company maintains a cautious approach, stating that sampling rates will only be increased if the additional telemetry demonstrably improves measurement quality while leaving end-user performance entirely unaffected.

The expansive reach of Challenge Pages fundamentally changes the scale of data collection. While Cloudflare-branded error pages historically supplied high-quality insights from a somewhat narrower set of scenarios, Challenge Pages enable data gathering during ordinary, everyday web browsing interactions whenever a security challenge is invoked. This translates directly into a higher volume of measurements gathered across a greater number of networks, all without demanding any extra effort or action from the user. By tapping into Challenge Pages, Cloudflare has dramatically amplified its dataset, enhancing the diversity of users, networks, and geographic regions under observation.

More measurement, more possibilities

Even though the initial results gathered through Challenge Pages are highly promising, developers and researchers are already exploring advanced ways to refine the dataset. A primary objective is ensuring that these performance metrics accurately capture the experiences of the widest possible audience. Because Challenge Pages operate across such a wide spectrum of websites and visitors, they naturally yield measurements from networks extending well beyond the traditional top 1,000 threshold, while simultaneously providing denser sample sizes within those major networks.

This unprecedented breadth opens up sophisticated analytical possibilities that a simple network-count ranking cannot support on its own. For instance, analysts can begin weighting performance metrics by the sheer number of people who actually experience them, grouping analytical results globally or by specific country rather than strictly by network, and quantifying precisely what percentage of total global user traffic is represented by the measured networks.

Furthermore, a higher volume of measurements provides sharper resolution in fiercely contested environments. Across many top-tier networks, the leading infrastructure providers are separated by razor-thin margins of just one or two milliseconds in trimean connection time—such as Cloudflare registering 50 milliseconds compared to a competitor at 51 milliseconds. This margin is narrow enough that ordinary day-to-day network fluctuations can occasionally flip a provider’s ranking.

As Challenge Pages inject greater measurement volume into the analytics pipeline, the statistical confidence interval surrounding each provider’s trimean will naturally narrow. This increased precision empowers analysts to definitively distinguish a genuine, sustained performance lead from temporary statistical noise. While the findings shared in the latest update represent early-stage deployment data, an expanding and maturing dataset is expected to make future performance rankings an even more faithful reflection of real-world infrastructure improvements.
