Major international copyright holders have set their sights on MovieBox, a widely popular pirate streaming application that has accumulated hundreds of millions of downloads across developing markets. The application, which provides unauthorized access to copyrighted films, television series, and live sports broadcasts, has officially become a central point of contention in European regulatory circles. In formal submissions for the European Commission’s upcoming 2027 Counterfeit and Piracy Watch List, industry groups have raised significant alarms regarding the unprecedented scale of the platform and its deep integration into mainstream mobile ecosystems.

The controversy surrounds a mobile application that has managed to bypass traditional mainstream app stores while achieving staggering adoption rates. MovieBox has been downloaded more than 300 million times exclusively from the Palm Store, a proprietary application marketplace that comes preinstalled on millions of mobile devices manufactured by Transsion Holdings under brands such as Tecno, Infinix, and itel. This massive distribution network has turned the application into a persistent challenge for rightsholders worldwide, culminating in formal legal complaints filed in Brussels by both the Motion Picture Association and French pay-TV conglomerate Canal+.

The current regulatory scrutiny follows a series of regional enforcement efforts aimed at curbing the platform’s reach. Last year, copyright authorities in Nigeria celebrated the high-profile suspension of MovieBox.ng, a pirate streaming website associated with the service that routinely drew tens of millions of visits on a monthly basis. Despite those regional crackdowns, the operation proved resilient. As reporting revealed at the time, the site rapidly transitioned to a new domain to evade restrictions, while its dedicated Android application remained entirely operational and readily available to millions of smartphone users across the African continent and beyond.

While regional blocks and domain seizures temporarily disrupted the web-based components of the network, the application itself experienced explosive growth. This expansion has now drawn the intense focus of international regulators and intellectual property guardians in Brussels. In their recent submissions for the European Commission’s Counterfeit and Piracy Watch List, both the MPA and Canal+ have detailed the alarming scale of the operation, categorizing MovieBox as one of the most prominent illicit streaming distributors currently operating globally.

The primary point of emphasis in the submissions filed by major rightsholders is the sheer velocity of the application’s user acquisition, driven almost entirely by a single distribution channel. In its comprehensive overview of global piracy platforms, the Motion Picture Association documented that MovieBox had already surpassed 243 million downloads originating strictly from the Palm Store.

The Palm Store is not an independent marketplace operating on open-market dynamics; rather, it is the default app distribution platform preinstalled on mobile phones produced by Transsion Holdings. According to corporate filings published by Transsion, the Chinese smartphone manufacturer held a dominant position in the African mobile market, accounting for roughly 61.5 percent of all mobile phone sales on the continent in 2024.

Canal+ provided further granular detail regarding the timeline of the application’s expansion. The French media group noted that following enforcement actions against its original Nigerian web domain in 2025, the service successfully migrated its operations to a new web address while maintaining uninterrupted app distribution. According to Canal+ analytics, user adoption accelerated dramatically following the domain transition, with total downloads more than doubling in less than a year.

In its written submission to European regulators, Canal+ outlined the rapid trajectory of the platform. By mid-June of 2026, internal data from the Palm Store indicated that the MovieBox application had recorded approximately 243.3 million downloads. This figure represented a staggering growth rate of roughly 108 percent compared to statistics gathered in August of the previous year. Furthermore, the application consistently maintained its ranking as the number one most downloaded software in the Entertainment category on the Palm Store platform.

However, even those substantial mid-year figures quickly became outdated as the platform continued its aggressive expansion. Recent checks of the Palm Store application listing reveal that total downloads have climbed to over 305.6 million, marking an increase of more than 60 million installations in a span of less than four months.

The promotional material displayed directly on the MovieBox store listing makes no secret of its unauthorized content offerings. The application explicitly markets free access to movies, television series, and live athletic events, boasting slogans that invite users to enjoy live sports streaming directly within the interface, with specific references covering Europe’s top five professional football leagues. Additionally, promotional artwork utilized within the store page prominently features copyrighted characters, franchises, and corporate branding associated with major Hollywood studios such as Marvel and Disney.

Transsion’s Own App Store and Commercial Ties

The involvement of the Palm Store brings manufacturer-level infrastructure into the broader piracy debate. In a draft prospectus prepared for a planned public listing in Hong Kong, Transsion Holdings formally describes the Palm Store as its own proprietary app distribution platform. The company reported that the marketplace commanded an average of more than 180 million monthly active users throughout the previous year.

The same corporate prospectus sheds light on the monetization model of the app store, noting that Transsion typically generates revenue by charging third-party developers based on the total volume of software installations processed through its distribution infrastructure. Whether this particular monetization agreement applies to the extensive distribution of MovieBox remains publicly unverified.

In its regulatory submission, Canal+ states that MovieBox has maintained close operational and technical ties to the broader Transsion and Transsnet ecosystem. Historical domain registration data compiled during investigations into the original Nigerian web domain uncovered registration details linked directly to Transsion personnel and corporate entities. Furthermore, technical analyses conducted on the Android application package revealed digital certificates signed under the Transsion name, alongside embedded references pointing directly to infrastructure and services owned by the smartphone manufacturer.

The submission from Canal+ does not explicitly detail the exact nature of the registration records and certificates discovered during the analysis, nor does it officially allege that Transsion directly owns or operates the streaming service. Instead, the French broadcaster points to a complex web of connections involving an entity known as Excellent Innovation Limited. This Hong Kong-registered company is linked to MovieBox through overlapping domain registration histories, SSL certificates, developer attribution data, and international trademark filings. Notably, the Palm Store listing itself formally identifies this same Hong Kong firm as the official developer of the application.

By contrast, the submission filed by the Motion Picture Association does not mention Transsion by name. The Hollywood-backed lobbying group limits its observations to the assertion that the MovieBox enterprise is widely believed to be coordinated and operated out of mainland China.

Beyond its defense of international copyright standards, Canal+ maintains a direct commercial stake in the regions most heavily affected by the application’s distribution. The French media group holds ownership interests in MultiChoice, the prominent pay-TV operator behind DStv, which competes directly in the exact same African markets where Transsion mobile devices and the Palm Store maintain widespread market dominance.

Neither of the formal submissions filed with the European Commission indicates whether rightsholders have previously issued direct formal removal requests to the Palm Store or to Transsion leadership regarding the hosting of the software.

Before the European Commission reaches any final conclusions or formally populates its upcoming watch list, standard regulatory procedures dictate that accused service providers must be granted a fair opportunity to review and address the allegations.

According to the consultative guidelines governing the review process, the European Commission will undertake reasonable efforts to contact the various service providers named in the industry submissions. These entities will be formally invited to submit written responses addressing the specific claims of intellectual property infringement and facilitating unauthorized access to copyrighted works.

The finalized Counterfeit and Piracy Watch List is anticipated for release in the spring of next year. Commission officials have repeatedly emphasized that inclusion on the watch list does not constitute a formal legal finding of wrongdoing or a definitive confirmation of statutory violations under European law. Instead, the compilation serves as a diplomatic and regulatory instrument designed to encourage digital platform operators, software marketplaces, and national governments to take proactive cooperative action against large-scale intellectual property infringement.
