The Number Resource Organization Executive Council has announced that the Number Council has officially concluded its extensive work to review and update Internet Coordination Policy-2, commonly known as ICP-2. Titled "Criteria for Establishment of New Regional Internet Registries," this foundational framework guides the global coordination and recognition of internet number resource distribution. The milestone was reached following the formal delivery of the ASO AC Recommended Draft RIR Governance Document to the NRO EC, marking a significant step forward in the evolution of internet governance structures worldwide.
With the conclusion of this drafting phase, the NRO NC has made the finalized document publicly available for community review. Alongside the core document, the council has released a comprehensive redline version designed to allow stakeholders to easily compare the text against the second draft. Furthermore, an accompanying rationale document has been published to detail the specific changes implemented between version two and version three, providing transparency into the decision-making process that shaped the final text.
By detailing these modifications and the reasoning behind them, the NRO NC aims to help readers understand the major considerations that were weighed during the development of version three. The drafting body has emphasized that the latest text specifically seeks to address the primary concerns raised by the broader internet community throughout the extensive feedback and consultation process.
Leadership has expressed deep gratitude to all participants who contributed their insights, expertise, and feedback during the development phases. The council acknowledged the significant time, thought, and effort invested by respondents, noting that community engagement was instrumental in shaping the final draft of the governance framework.

Looking ahead, any further opportunities for community input regarding the document will be formally announced by the NRO EC. In addition, all subsequent updates and next steps concerning the Recommended Draft will be centrally coordinated by the Executive Council as the process moves forward.
The NRO NC operates in a dual capacity and is also widely known as the Address Supporting Organization Address Council within the Internet Corporation for Assigned Names and Numbers. Within the ICANN ecosystem, this specialized body serves as the primary entity responsible for overseeing global policy development activities related to internet number resources, ensuring stability and coordination across the global internet infrastructure.
The announcement was highlighted by Hervé Clément, Chair of the NRO Number Council and Head of the Naming, Addressing and Numbering Department at Orange, who has been closely involved in guiding the council’s ongoing administrative and governance initiatives.
